Popular? Well, according to Neowin the free app has seized second place among the free apps the W8 Apps Store. Interesting as it only launched a few weeks ago. Anything with the name Photoshop is going to garner some interest, but this is a phenomenon. It might have something to do with the Photoshop meme, or getting something for “free”.
So, I figured I’d give it a spin to see what the deal was. You can find it here: http://www.photoshop.com/tools/expresseditor
Remember, when editing or creating images, size and resolution of the screen you use is going to determine a lot in the quality of the image you create. People might be viewing it at higher resolutions and larger sizes.
It allows you to work with their samples or a photo from your computer. If you choose the latter, be smart: duplicate the photo and rename the copy and then work with it, not the original! Although you have the ability to undo changes while in the app, it does NOT work non destructively, so if/when you decide to save the changes, that’s that. You can save to your computer or to various social apps, or to online storage. I didn’t examine the TOU which is something you’d want to do to check just who has access to, owns and can use your pictures.
There are a variety of tools, corrections and effects…sort of a poor man’s Photoshop, but not really. You are given a variety of degrees of the effect, but no adjustable mask. However, this is a free online app, and it will be developed further. Count on that.
Why do I say that? Well, it’s a great way to ease folks into image editing as well as the “Cloud”. Adobe has a huge interest in doing just that.
Overall? Not a bad app at all, and a fun way of getting into image manipulation. It’s sort of a Photoshop tricycle and a fair way for folks to adjust/fix photos taken under less than ideal conditions with less than professional grade cameras.

You can have a good deal of fun with this, and I encourage you to try your hand at it because only you can answer the question I posed in the title.

There is an online photo organizer for your albums as well. Do your homework and look at the TOU with the same questions as I posed above in mind.
