Ideally, Windows should balance the programs which access your computers CPU and RAM. Unfortunately, it doesn’t. That’s frequently why boots are slow, and freezes happen.

Should have been part of Windows which more savvy users could access to control its use of system resources. Process Lasso is a program which allows you to tailor these things.

So does any task manager, delaying or sequencing when programs boot.
